MUNICIPAL - PUBLIC WORKS, POTABLE WATER, WASTEWATER, STREETS & SANITATION
MUNICIPAL LIABILITY (City Public Works) - Irrespective of CITY contractors insurance requirements, liability for a critical incident (harm to people and/or property) is normally shared by the CITY. Using JOB HAZARD ANALYSIS methods for reducing hazards reflects CITY Due-diligence towards PUBLIC SAFETY.
Many Cities address SAFETY within their RISK MANAGEMENT PLAN, and a SAFETY ATTACHMENT is included with CONTRACTOR Purchase Order.
For City Risk Management Plan including typical contractor attachment - refer to link: www.CITYRISKPLAN.com .
P.C. CHANGES ASSIST ON-SITE JOB HAZARD ANALYSIS -
Outdoor and Hazardous Area P.C. Lap-Tops and Tablets are now commercially available. This change in technology allows PUBLIC WORKS and CONTRCTORS to take SAFE-PASS Safe Work Permits on to the work site. The changing field conditions that present job hazards can now be identified.
MUNICIPAL RISK TABLES: Municipalities, Cities, Counties, Townships, Parishes, Etc., present similar hazards in dealing with street traffic, potable water treatment and distribution, and wastewater treatment and collection. These hazards have been grouped into MUNICIPAL RISK TABLES that are filled out on site daily to capture changing field conditions presenting hazards.

SAFE-PASS SAFE WORK PERMITS (Used with Contractors) - Before starting work, CONTRACTORS "Designated Safety Representative" makes a construction site walk down. Actual field conditions are entered into a hand held P.C Tablet using SAFE-PASS Safe Work Permit with automated Job Hazard Analysis.
When completed, the program automatically FLAGS work related hazards and required administrative controls (SPECIAL PERMITS AND PROCEDURES) needed to proceed. The hazards are immediatly shared with workers, and e-mailed to CITY First Responders and Supervisors.
SAFE-PASS SAFE WORK PERMITS (Used with City Workers) - When providing Maintenance and Construction work, CITY Workers follow the same procedures as CONTRACTORS. The object is to create a strong pro-active safety program, and the methods used are not that important. CITY Departments may choose to enter field work related data on a copy of Safe-Pass Risk tables attached to a clip board; transfer the data to a Safe-Pass JOB HAZARD ANALYSIS PERMIT installed on the Public Works computer, and alert first responders of potential hazards by telephone.
